Birthday Party
Prof. Dr. Richard Gamauf, whom I have the privilege to know for almost 40 years, gave a brilliant speech about concepts of slavery in Austrian private law in the 18th and 19th century at Wiener Rechtsgeschichtliche Gesellschaft.
The faculty’s top floor (“Dachgeschoß”) was packed full.
As this was also his 60th birthday, Richard got a nice cake and lots of - well deserved - appraisals.
FairMedia
I was at Fachhochschule St. Pölten for a FairMedia consortium meeting. The building reminded me of how University premises can look like today.
Information Security
I had the privilege to speak on information security (law) at a conference organised by Manz and chaired by Dr. Klaus Steinmaurer.
It was a reason to go into quite some detail of § 45 TKG (“High Risk Supplieres”). In preparing this, I read about the “Digital Networks Act” proposed by Commissioner Breton, based on an exploratory consultation on the future of the electronic communications sector and its infrastructure and I learned that the advisory board “Fachbeirat für Sicherheit in elektronischen Kommunikationsnetzen” finished their first opinion that will be published soon. I will read this with great interest, also in the light of the Taurus affair and recent Austrian news.

Both sessions this week were remarkable. Sarah Rachut is a brilliant young colleague speaking about freedom of research in security sensitive domains
and the president of the Austrian Judges Association, Dr. Gernot Kanduth, was very clear on Litigation PR and political responsibility in Austria.
Prospect
Publication Embargo
After 30 years of experience with academic publishing, I came across something new to me (and presumably rather uncommon in the legal domain, therefore) recently: a publication embargo. This means that the publisher doesn’t allow me to speak about the content of my own paper before it’s published on Monday. What I can to say for the moment:
I find this “strange”.
I will announce via my social media channels a publication I am very proud of on Monday.
As the journal is a very important one, I don’s see myself in the position to challenge this embargo despite of that I really don’t like it - a nice example of a market asymmetry in copyright (law).
Legal Tech Hackathon
The kickoff of this wonderful course that UNIVIE and Fachhochschule Campus Wien offer together is on Friday 15th. Late subscribers are welcome, if in doubt, simply drop by at the event or write us an email. We won a state price for excellent teaching for this format last year.

Four very different sessions are ahead of us, two of them on Monday.
On Monday, March 18th, at 15.00 CET i will speak with Sonja Wehsely. After a very successful career in Viennes politics, she is currently Executive Vice President at Siemens Healthineers and Managing Director for Central Eastern Europe and Central Asia. We will speak about the current regulatory framework (in particular GDPR, Data Act and AI Act) and their impact on European health (markets).
On Monday, March 18th, at 16.00 I will - finally - have a conversation on the #DSA that was originally planned to happen already some weeks ago:
There is some additional momentum in this due to some probably unforseen consequences of the DSA that have become visible recently.
Tuesday, March 19th is the first day for this term’s lecture in legal research. I am very proud to speak with Martha Suda at this occasion. She is a lawyer by training and serves as a delegate for “Wirtschaftskammer” in Sarajevo. We will talk about her caree, digitalisation and challenges in hjer profession.
Friday, March 22nd, will be the day to discuss the Austrian Freedom of Information Law (Informationsfreiheitsgesetz). I will speak with Markus Hametner from Forum Informationsfreiheit.
